The City
Ordinance
No person shall own or keep any animal which by continual or
repeated barking, screeching, yowling, howling, yelping, neighing,
braying, mooing, crowing, quacking, pawing, stamping or other noisy
activity that disturbs the peace of others. (City of Cody Ordinance
5-14).
Any such noisy animal may be impounded at the discretion of the
animal control officer or a city police officer to prevent further
peace disturbance and sai officer can go upon the property or premises
where said animal is located to take possession or control of the
offending animal.
Not later than 24 hours after the impounding of any animal, the
owner or person keeping said animal shall be notified or, if the owner
or person keeping the animal is unknown, written notice shall be
posted for six days at the Park County Law Enforcement Center
describing the animal and the place and time of taking. The owner or
person keeping any such animal so impounded may reclaim such animal
upon payment of all charges incurred by the city for impounding and
maintaining such animal. If any animal impounded is not reclaimed
within 14 days after notice of impoundment has been given, the city
may dispose of any such animal as it deems proper without further
notice.
Why Dogs Bark
Dogs bark to communicate due to barrier frustration, boredom, hunger,
thirst or entanglement from a chain or cable.
If your dogs are contained in a kennel or chained up, but can see
people or other animals from their location, they will bark. When they
bark repeatedly and continuously, they are creating a nuisance for your
neighbors and law enforcement may become involved.

What You Can Do
Exercise. Dogs need plenty of exercise to break the monotony of being
contained. Walk your dogs or take them to a new location for some exercise.
If you take them to Beck Lake Park, be sure that they are leashed at all
times. There are also paths around the City where you can take them for
walks and get them out of the backyard for some time.
Toys. Give them something to chew or play with while they are contained
in the kennel or chained up. Buy toys that won’t fall through the fence.
Create a barrier around the area where your dog is chained up so the toy
doesn’t get out of reach and create a new barking problem.
Check the location of your kennel or where your dog is contained. Can
they see other dogs, people or cars driving by? Is there a location where they
could be better situated and not able to see the alley or area
as easily? Could you place a barrier against that side of the kennel that
would hide the view of the area?
Many times dogs bark at your neighbors when they use their yards and
the dog can see them. Is there a barrier that can be placed
between you and your neighbor where the dogs cannot see them? Solid fences work
well, but may be expensive and subject to wind damage.
Other Options Available
There are many commercial anti-bark collars available through your pet
store or on the internet. They range from $45—150.00, but can be very
efficient in curbing a dogs barking habit.
Citronella collars—These collars spray a mist of citronella in
the dog’s face after they bark a couple of times. Dogs find this very
offensive and will quickly learn the barking is what causes the mist
and will quickly stop the nuisance barking behavior.
Alarm collars– These collars operate by a battery and emit a high
pitch alarm that startles the dog and he quits barking. When he starts
barking again, it will again emit the tone. This works well for some dogs
but not for others. The Cody Community Service Officer has this type of
collar available that you could borrow to test on your dog before
purchasing one.
Shock collar —Many people find these type collars to be cruel,
but for an accomplished barker, these are very effective. They produce a
tone and if the barking continues, a mild shock will be administered to
the dog.
Obedience Training—This is a good tool for dogs that are lacking
in training. Classes are available in Cody at various times by qualified
instructors. They are usually held in the evening to reach people who work
during the day. Check the local paper for times and dates. Your dog will
love the attention and you will love how well behaved your dog becomes |
